Oil Sector
Privatization of the oil sector in Russia was regulated by Presidential Decree No. 1403, approved on November 17, 1992. This decree led to the creation of vertically integrated companies by merging oil-producing enterprises and refineries into open-stock companies. From 1994 onwards, many state-owned oil companies were privatized. However, the privatization process was only partial, as the federal government still maintained ownership positions in several companies and retained full control over the transportation of oil to global markets.
