Detainees are reportedly “released” under conditions that expose them to immediate arrest—or potentially execution—if they fail to return. When they flee, authorities register them as fugitives, thereby converting their disappearance into further evidence of supposed criminality.
The apparent objective is not conventional law enforcement. It is the creation of a self-sustaining legal pretext: false charges justify detention; detention produces fugitives; fugitives are then classified as criminals; their status is used to justify continued investigations and extraordinary operations.
More severe allegations describe security units operating effectively above the law, destroying or suppressing evidence that could expose the system.
