Dear Mrs. ______,
There is no respectable way to write this letter.
We have tried.
There was a standard version. There was a compassionate version. There was a legal version.
All three were lies.
Your children are gone.
Your husband is dead.
And for a considerable period of time, this department did not understand that these were not separate tragedies.
They were transactions.
Your husband’s murder became another instruction. That instruction produced another murder. That murder produced two more. Those produced four. Eventually, the numbers became too large for the police to pretend we were investigating crimes rather than documenting the failure of civilization.
The organization called it Nemesis Extended.
Our analysts called it a murder Ponzi scheme.
The difference is mostly paperwork.
Every participant was told the same thing:
Kill someone, or someone will kill you.
Then the next person was given the same choice.
Then the next.
Then the next.
By the time we understood the mechanism, some districts were effectively functioning as crime scenes with street names.
We also discovered that people inside law enforcement had helped the system survive.
Some supplied information.
Some supplied locations.
Some supplied identities.
Some simply looked away.
And some knew exactly what was happening and decided that knowing was safer than stopping it.
Those people have not all survived.
We would normally say that investigations are ongoing.
In this case, that phrase became a joke.
There were witnesses who knew too much.
There were former officers who knew where the bodies were buried.
There were intermediaries who knew who had ordered what.
There were suspects who suddenly became witnesses.
There were witnesses who suddenly became dead.
And there were files that disappeared so efficiently that, for a while, we suspected the filing cabinets.
You will probably ask why nobody stopped it earlier.
We do not have an answer that will make you feel better.
We have several answers that will make you feel worse.
The police were overwhelmed.
The witnesses were frightened.
The perpetrators were threatened.
Some officers were compromised.
And everyone kept assuming that somebody else had already taken control of the situation.
Nobody had.
That was the trick.
Your family was not selected because of some grand political destiny.
You were selected because the machine needed another victim.
That is perhaps the most disgusting part.
There was no meaning in it.
Only mechanics.
Your husband’s death became fuel.
Your children’s disappearance became leverage.
Other people’s grief became recruitment material.
And every frightened person who obeyed became another component.
We have dismantled the network.
We have arrested surviving coordinators.
We have recovered evidence.
We have identified officers who betrayed their duties.
We have broken the communications structure.
We have destroyed the mechanism that allowed one murder to generate another.
But we cannot arrest mathematics.
We cannot prosecute fear.
And we cannot issue a warrant for the people who decided that your family was expendable.
We can only put the remaining human beings involved in this nightmare before a court.
For everything else, we are left with the oldest and most useless sentence in police work:
We are sorry.
We are sorry that we arrived after the blood had already dried.
We are sorry that your husband’s death became a number in a pattern.
We are sorry that your children’s names appeared first in missing-person reports, then intelligence files, then evidence inventories.
And we are sorry that when we finally understood the machine, it had already consumed your family.
This letter is not closure.
Closure is what departments write when they want a terrible story to fit neatly inside a folder.
Your story does not fit.
The folder is closed.
The case is not forgotten.
Operation Nemesis Extended is terminated.
Your family is not a statistic.
They were the reason we finally understood what we were fighting.
