1. MISSION STATEMENT

We are a completely fictional citizens’ organization established for one purpose:

TO STOP CHILD EXPLOITATION, PROTECT CHILDREN, AND GENERALLY MAKE CRIMINALS VERY UNCOMFORTABLE.

Unfortunately, during our first meeting nobody knew what “counter-criminal investigative procedure” meant.

So we voted.

Unanimously.

It means:

“Write things down, look serious, drink coffee, and call the police when there is actual evidence of a crime.”


2. OPERATION CUPCAKE

Our investigation began after a suspicious intelligence report identified a mysterious Budapest organization known only as:

THE FIFTH DISTRICT CUPCAKES

The name immediately alarmed investigators.

Why?

Because:

  1. Cupcakes are delicious.
  2. Criminal organizations are generally not supposed to be delicious.
  3. Somebody had written “CUPCAKE” on a suspicious-looking notebook.
  4. The notebook contained a recipe.
  5. The recipe had three eggs, which our junior analyst classified as “potentially organized.”

We immediately upgraded the threat assessment.

3. THE INTERNATIONAL CONNECTION

The investigation rapidly expanded.

Our analysts discovered references to:

  • Budapest;
  • Brussels;
  • Britain;
  • Washington;
  • mysterious European institutions;
  • and one bakery in District V.

At this point, the committee reached a historic conclusion:

“This is either a gigantic international criminal conspiracy or someone has been buying cupcakes internationally.”

The investigation therefore entered Phase Two: Looking Extremely Serious While Holding Pastries.


4. PRESIDENTIAL MOMENTUM

One investigator proposed:

“We should obtain presidential backing immediately.”

Another asked:

“For what?”

The first investigator replied:

“Everything.”

This proposal was rejected as insufficiently specific.

No chasing random people because they look suspicious.

And absolutely no interrogating a cupcake.

The committee’s original arrest plan was:

“YOU ARE UNDER ARREST FOR CUPCAKE!”

Take everybody’s cupcakes as evidence.

STEP 4

Discover that we have committed several crimes.

Call actual police.

The committee then established a special Brussels Cupcake Investigation Desk.

Its first assignment:

Determine whether the alleged Brussels conspiracy actually exists.

Determine why every time someone says “Brussels,” somebody else starts yelling “PEDOS!”

The investigators concluded:

“Political disagreement is not evidence of child trafficking.”

This was considered an extremely advanced intelligence discovery.


8. OPERATION: MAKE TRUMP HAPPY

A junior analyst suggested:

“Perhaps we should make President Trump happy by arresting everyone involved.”

The senior analyst responded:

“We are citizens. We don’t get to arrest everyone.”

The junior analyst:

“What if we wear matching jackets?”

The senior analyst:

“Still no.”

The committee therefore changed the mission:

NEW OBJECTIVE

Make democracy happy.

How?

By:

  • protecting children;
  • investigating actual crimes;
  • refusing to manufacture evidence;
  • exposing corruption when evidence exists;
  • cooperating with legitimate authorities;
  • and allowing courts to decide guilt.

The committee unanimously agreed that this was less exciting but considerably more legal.


9. THE GREAT FIFTH DISTRICT RAID

At 07:00, twelve members of the Citizens’ Committee assembled outside the alleged headquarters of the Fifth District Cupcakes.

They wore:

  • sunglasses;
  • fake intelligence badges;
  • three trench coats;
  • one Budapest tourist map;
  • and a hat reading “TOTALLY NOT AN INVESTIGATOR.”

The team leader whispered:

“Remember. We are professionals.”

At that exact moment, someone dropped a croissant.

The operation was compromised.


10. THE REVELATION

The door opened.

Inside were:

  • six elderly women;
  • two university students;
  • one extremely confused accountant;
  • a birthday cake;
  • approximately 47 cupcakes;
  • and a printer that had been producing invitations to a children’s charity bake sale.

Silence.

The team leader examined the evidence.

“These aren’t criminals.”

The junior analyst whispered:

“Then who are the Fifth District Cupcakes?”

The elderly woman replied:

“We are.”

Everyone froze.

“Why?”
