As Trump and Putin instigate the “final cleansing outlined in Illumi Corps great plan”, millions of young adults struggle to integrate into the workforce. While some young adults are just too used to the privileges and luxury of living with their parents, others simply have no privilege what so ever.

Never in the history of mankind has so many young people co-existed at the same time, and that is a challenge for global security. Not only because young people tend to be more driven by hormones but also because they are easier to radicalize and less easy to please.

When the Soviet Union re branded it self as the Russian Federation in 1991’ – the internet came into view: before the 1990’ the world order was upheld by a monolithic imperialist hegemonic United States of America and a monolithic imperialist hegemonic Soviet Union with clear gatekeepers of information and carefully crafted propaganda¹ to ensure each imperial projects survival.

The Soviet Union, protector and instigator of the mass uprising of the proletariat, re branded it self as the Russian Federation; the location of sweet and vital resources that need to be mined and turned into weapon systems in order to protect the resources that are going to be weapon systems eventually.

The modernization of weapon systems and military strategy landed the Russian Federation into a sweet spot: its leader Vladimir Putin is often referred to as the most powerful and wealthiest man alive. But what has Putin given to the world in return for his fame and monetary gains? Is he just an idol to worship for young people as a leader – a strong man in Central Asia that keeps things from falling apart? Is Putin the real nemesis of the U.S.A. petro-dollar scheme and if so is he the greatest excuse for U.S.A. to continue to pump up defense spending? Or as Russian Television and Alex Jones portrays, Putin is a mighty warrior that crushes ISIL with carpet bombing Syria, while aiding Russian strategic allies in the region like the Assad Regime?

There are so many sides to the Putin Legacy even Putin should have concerns about it. Many on the altright find him a role model. Identiterians, Ethno-centrists, Populists, and often Neo Nazi groups across Europe refer to him as an ideal leader². Ukrainian Neo Nazis don’t like him much but that is easy to explain with the ongoing conflict for the Ukrainian Industrial belt, the Ukrainian Gas Fields and the best soil on planet earth: Ukrainian Soil. The X-KGB agent (Although like the mafia once KGB always KGB) Putin has stood the test of time and has become one of the most precious symbols of the age of media warfare. Comments and posts on Facebook to YouTube, bot networks that attack vital infrastructures, and sabotage elections, to the deep web trade of weapons and narcotics to the conspiracy cloud that built up since conspiracies became mainstream with the 911 conspiracy theory Russia, and thus Putin is a clear winner of this new type of warfare – the information war.

With so many young people around it is easy to see how misinformation and radicalization could affect global stability and global security on the short, medium and long run. On the short run Putin’s stance on GMO (no thank you), Scientology (no) , George Soros (Hell no), Western Humanitarian Organizations and other NGO’s (Not in my country), makes him the real rival of the USA; for Putin and the Russian apparatus is defusing with much success most of the initiatives (many of which are for-profit like GMO and Scientology) that the Old Guard (Breshinski, Kissinger, Dick Cheney, Richard Pearls and Others) set in place to fracture Eurasian countries and so insert the U.S.A. into the Eurasian Continent in order to protect investments and maintain global military dominance (Full Spectrum Dominance).

Putin’s stance and attitude towards these so called ‘web of lies’ propelled him to be liked by many young folk: the world must seem more exciting and more engaging if portrayed in a sinister fashion.

The media plays a vital role in shaping young peoples attitudes and political leanings. From computer games to books and novels, fan fictions, Hollywood blockbusters to conspiracy movies, to television programs, all point in one direction: there is always a sinister conspiracy that needs resolution and that resolution must be violent for the other side is too powerful, to ideology driven or both: from James Bond villains to Scooby Doo the solution to these evil ploys is always a small group of experts that resolve all issues with the barrel of the gun and/or some cunning edge technology (like super guns or super powers or being super high and super hungry like Shaggy).

In fact in 2007, August, a Zogby poll showed that 51% of Americans would prefer a probe into George W. Bush and Dick Cheney regarding September 11th by the United States Congress. If projected to the whole population that is over a 100 million individuals actively questioning the U.S. government: organizing, asking questions and watching movies like Zeitgeist and listening to voices such as Alex Jones or Jesse Ventura among many other conspiracy theorists and to each other (peer to peer is the most convincing form of spreading such code, for a lie repeated many times becomes a fact and personal trust ads a layer of knowing).

The situation got a whole lot more interesting since: as many jumped the bandwagon of conspiracy theories, a multitude of system critical voices has risen. From WeAreChange (464353 subscribers), TheScariestMovieEver (295053 subscribers), CorbettReport (198577 subsrcibers) TruthNeverTold (132143 subscribers), TheGreatestStroyNeverTold (15711 Subscribers), and other YouTube channels have popped up to succumb to the high demand for alternative conspiracy filled news and misinformation.

The one thing in common with all these channels is their continued attack of the old guard (Breshinski and alike) as well as a wave of attack against the technocratic new guard such as the people at Google and Apple. From idealizing Hitler to questioning the current financial system to outright proclaiming the end of the world and calling the western world the “Beast System” these new voices are hard to pin down yet argue with.

Young people are more prone to radicalization. With over 310 million firearms in civilian hands the United States is prone to expect ever increasing fallout from malicious code such as conspiracies that push people to their limits, and embed in the mind of young people a rebellion. No surprise: violence and aggression follows their frustrations (as we have seen in the steep increase of mass homicides under Obama such as school shootings, and other acts of domestic terrorism).

The question at hand is how an understaffed and overburdened Trump administration will respond to the incoming wave of public disobedience, investigative journalists and outright terrorism from both the radical right and the radical left.

All parties involved in the game of shaping public opinion on the fringes look up to Putin or the Soviet Union or both seeing Putin and his narrative as the only feasible way to ‘stop the malicious web of lies’ that ‘hide reality’ in the Western world. That reality is wide spread poverty and income inequality for the radical left and multiculturalism, islamisation and globalism for the radical right.

As it becomes ever harder to distinguish between advertisement, propaganda and journalism, the western world is on a collision course with the reality of global youth and emerging global youth movements: just as the Arab Spring, ISIS, Black Lives Matters fed into the birth of the Alt Right Movement which propelled Trump into the Whitehouse, other weird anomalies are to be expected from the global population of the 1.8 billion young people between the ages of 10 to 24. As long as conspiracy theories dominate the media and p2p environments of these young folk, we are to be expecting less empathy towards the slow and seemingly ineffective institutions of government and more online and offline violence towards the privileged: that means more fake news and more conspiracy facts.

How will the new guard operate and how will it sustain global hegemony in the face of an evermore degrading and polluted information environment is yet to be answered – my best bet is that they will have to employ some level of the same tactics the new media outlets use – animations, scaremongering and ‘hard hitting truths’ mixed with a bit of suspense.

My recommendation for the old guard as well as the new guard would be simple: hire Putin and his people for the job – for a few easy payments of Gas, Industrial Belts, and excellent soil, they might just stop confrontations and start focusing on moving Russia up the food chain; as in saving the 20 million individuals who are now living bellow 139 $ a month in Russia while restructuring the Russian economy from a resource, weapon and hacker based economy to a manufacturing and programming powerhouse.

THE ALT RIGHTS TRIBALISM AND IT’S MEMES

If an image is a thousand words, than thousands of images are millions of words. No matter how well read you are, you just can’t compete with white tribalism based around memes. The alt right is pumping anti-multiculturalism memes out like no one has ever done, not only to self-indulge in racial hatred but also to just keep the tension and provocation up –which might be the whole point of the alt right to begin with. Should we take the movement seriously, is it an actual movement at all, and if so is it a European project, a Russian Project, an American Project or all three combined? Who is the alt right addressing and what factions does it have? After analyzing over 3000 alt right memes from the 2016 election cycle, my observations conclude the following: The alt right movement is as far right as one could get; from images of Trump burning Sanders in an oven for his Jewish origins to a Minesweeper Tank being titled the Nigger Whipper 9000, to info graphs explaining how the IQ Gap between Africans and Whites correlate with poverty, crime and behavior, the Alt Right is at its best a hate group and at its worst the nightmare we were all afraid of.

Little did anyone analyze yet face up to the challenge of how ‘mass radicalization’ happens to young adults of European decent. Most of the intelligence community were looking right into how radicalization happens to people of Arab decent, or Islamist backgrounds (AQ, ISIL, Arab Spring) and people of African decent (Martin Luther King, Malcolm X, Black Lives Matters) yet some how the Intelligence Community has failed to publicly address radicalization of European decent. Of course in the media there is the occasional ‘uu look he is a Nazi and look how ridiculous his statements are’, but ridicule is not going to resolve the key issue here and that key issue is the sophistication of the degrading hate filled propaganda the Alt Right pumps out by the thousands: from promoting, demanding and prepping for a crusade against Africans, Hispanics, Islamists, Illegal Immigrants, Lesbian Gay Bi Trans community, Feminists, Politically correct Colleges, The ‘Corrupted Zionist Master Class’, The dumb and unfit underclass, the mentally challenged, as well as the technocratic layer as in Google and Apple, the Alt Right sure knows how to look for enemies.

Of course it would be silly to attribute too much to the young adults pumping out the hate filled memes, after all it only takes a few minutes for a skilled individual to make a meme about how ‘Hillary Clinton drinks the blood of innocent children at Bildenberg or The Bohemian Groove’. With so many proclaimed enemies of this new shape of the ‘European Identity’ as the haters, it is unlikely for Alt Right to succeed on the long run, yet we should carefully analyze their tactics and take them seriously for a bit, after all they got Trump elected as the President of The United States of America. Why we should take them seriously is as follows: European Imperialism is responsible for over a billion deaths in the past 300 years alone – from the Belgian Congo to Vietnam, Nagasaki and Hiroshima, the Burning March Order, to institutionalized slavery, forced starvations, forced marches, death camps, the European Imperialism, and tribalist attitudes paved the path for a large number of genocides, democides, and homicides.

It is important to note that we did just come out of the dark ages in which most people had a life expectancy of 30 years if they survived the constant burning, crucifying, stabbing, stoning, impaling, choking, drowning, enslaving, and breaking of all individuals not aligned with the power structure of the time – which does remind me of Lord of the Flies quite a bit: if you wonder how hormone pumped and under informed, emotional 10 to 30 year olds would manage to build up to this gigantic imperialist machine, here is a thesis: they killed each other until Darwinian rule established some of the individuals, concepts, families and institutions as clear winners of the ‘kill all of the brutes’ mentality alluded to in the Heart of Darkness.

The danger of the Alt Right lies in its decentralized structure and its penetration of new media platforms such as YouTube or Facebook. While in 2017 most mainstream media outlets focus on Trump and his failings, the Alt Right can go unchecked, and cause serious damage: from inciting hatred towards non-European ethnicities, illegal immigrants, LGBT community and many others, the Alt Right does not only radicalize youth of European decent but so does it radicalize the people that it attacks with its ‘dank meme stash’. This method of spewing hatred will result in horrible outcome: for who is to believe that only a handful of people follow such hatred filled ideology when the numbers of their memes are way too high.

Let’s do some numbers: if only one out of a million of the 1300-2000 million people of European decent are committed to the Alt Rights horrifyingly aggressive memes than that sill leaves us with a large group of professional haters, around 1300-2000 people but the numbers are much higher. For example the private President Trump’s Dank Meme Stash group of Facebook has over 64000 members, while its twin, the Emperor Trumps Dank Meme Stash has over 78000 members. In comparison to the total membership of Bolsheviks in 1905 was 8400, yet the Marxist Leninist ideology they represented conquered much of the world in a short period of time with much ‘success’ as one of the Alt Rights memes points this out; ‘Marxism aimed to get rid of the top 1%, and ended up getting rid of 50%.’

The situation though is ‘under control’. Hungary built a wall to keep illegal immigrants out, the Polish marched by the thousands against Islamic immigration, President Trump won 62,984,825 votes, and Islamic extremists keep exploding, raping and knifing civilians around the clock, China barred interracial marriages, Mexico built a wall to keep poorer Latin Americans out, 16th Philippine president Rodrigo Duterte legalized massacre of drug dealers, and Saudi Arabia is planning on invading Qatar that has one of the biggest U.S. military bases in the region. So the push from the right is strong, in fact very strong, but so will be the blow back: ANTIFA, Black Block and other radical left wing organizations are organizing, some even calling for the overthrow of legitimately elected governments. They would prefer regime change and elimination of the Alt right and all right wing ideology. How does the Altright respond? With memes: ‘The Left Can’t Meme’ meme is a viral phenomenon, and so is their perceived way of dealing with opposition: ‘The Pinochet helicopter Rides’, referring to how Augusto Pinochet, ruler of Chile from 1973 until 1990 disposed of left wing elements in his country: by dropping them into the ocean from helicopters.

So how do we defuse the hate? With more hate and ridicule? The mainstream media seems to like that, yet this strategy fails at all levels. From Stephen Colbert host of the Late Night Show, to Trevor Noah host of the Daily Show mainstream media drum the drums of hatred towards all against the mainstream narrative of a race less and classless society (both of which are unattainable Marxist ideals). There are legitimate concerns on both sides of the argument and steeping to the low level of viciousness and maliciousness of the Alt right memes wont solve much, unless the goal of this whole shenanigan is to start a civil war, race riots, whatnot to impose martial law while the US defaults on it’s debts and/or starts a massive full blown war on the middle east or elsewhere, but that is conspiracy talk: don’t worry everything is fine, “go back to bed, America. This INTEL 24 explores conflicts and challenges International Non Governmental Organizations (INGOs) can create due to their limited accountability. By dissecting a number of issues relating to the impactful initiative of Survival International (SI) to undermine the Botswana Government under the pretext of supporting the Bushmen community this paper attempts to demonstrate the dangers that the lack of accountability on part of INGOs pose to the international community, governments and individuals. In specific this paper looks at two key aspects of INGO accountability, “accountability of INGOs to communities and local CSOs” and “accountability of INGOs to the state” (Szporluk 349).

The issue at hand revolves around the Botswana Governments efforts to relocate Bushmen populations from areas allocated to the Diamond industry for mining purposes. Seeing that Diamonds account for a significant portion of GDP, export and government income and that Botswana’s government had a clean track record, it comes as no surprise to see an escalation of violence and tensions due to SI’s involvement. The situation at hand encompasses multiple players and stakeholders, from “regionally based NGOs and human rights groups” to “the Botswana government”, even “celebrities”, “International NGOs” and a number of “lawyers and anthropologists” other than the Bushmen (Solway 334).

THE ROLE OF

While in essence the functions of NGOs and INGOs are to “shape alternative visions of society”, “to mitigate the experience of political authoritarianism” (Stromquist 62), and to provide “a promise for social mutation towards higher ends” (Stromquist 66) these institutions and associations are prone to a large set of limitations. The lack enforced accountability; oversight and transparency are major factors that contribute to disasters such as the one witnessed in Botswana. The way and form in which NGOs provide such altruistic and intangible services vary in scope and approach; however some key aspects can be highlighted.

Nelly Stromquist provides three major categories of functions such organizations can fulfill: “Service delivery”, “Educational provision” and “Public policy advocacy” (Stromquist 62). She points out that these “functions are critical in the absence of stable political parties or organized low-income constituencies to carry out such activities” (Stromquist 63). Understanding this power dynamic it comes as no surprise that a number of agents attempted to get involved with the issue of government relocation of the Bushmen: “the Bushmen’s limited grassroots activism and leadership has opened a space into which many others with varying agendas have stepped” (Solway 334).

And the key word here is agenda: who benefits and how from getting involved? SI has defiantly enjoyed high level of publicity, helping it raise funds, secure contacts and look good for a while. While it is clear that raising funds is a key aspect of NGO life—especially if they are “serving low-income populations” since “NGOs cannot generate sufficient revenues from such groups” (Stromquist 64) it is also important to consider where the money comes from, and for what reasons. In the case of SI we can see that money largely came from a misguided, confused, angry and impatient base who attempted to frame the scenario as to fit their oversimplified and biased world view.

The irresponsible actions of SI might have been the result of a multitude of reasons however it is important to point out that “while INGOs obtain funds from various sources (private fundraising through the internet, intergovernmental organizations, or country donors), those funds do not require activities undertaken by INGOs to be approved by the communities in which they work” (Szporluk 340). Thus it is no surprise to find that in this scenario “SI disparages other organizations working on behalf of the Bushmen and, perhaps most importantly, it seems purposely innocent of the history and reality of the Bushmen’s circumstances in Botswana” (Solway 335). Michael Szporluk points to this danger by claiming that “the individual communities in the ‘Global South’ have little or no influence over which INGO works there and on what sort of project. Thus, there is good reason for caution” (Szporluk 340).

The aims of the SI campaign seem to be coherent with western notions of interventionism, and play on the western stereotypes of Africa as a land of horror: “in one sense, the (SI) campaign to depict Botswana as just another ‘African dictatorship’ may be working in so far as Botswana has become more dictatorial in response to it” (Solway 338). The actions of SI came without consulting and understanding the complexity of the issue at hand and thus almost escalating tensions to a point of no-return. This irresponsible behavior demonstrates the dangers accountability and the lack of it can create.

While according to Stromquist “NGOs have taken a crucial role in monitoring government activities” (Stromquist 63) some times such monitoring can backfire: as seen in the case of SI, they attempted to monitor a government they clearly did not understand: “SI and its collaborators have backed Botswana into a corner that has led the country to display some of the most liberal and authoritarian behavior in its history” (Solway 337). Other aspects of NGOs that require attention and strengthen the argument for stronger accountability stem from NGOs role in “setting up new mechanisms to influence national and international decision-making” (Stromquist 64). SI misused this role, by lunching a global marketing campaign that likely did more harm than good: SI “has adopted a confrontational strategy in which they bypass the government in the hope of bringing about change through international media pressure and negative publicity” (Solway 336). While such actions come handy for the international community, and have great potential, it is important to acknowledge that other instances of such aggressive media politics had been internationally coordinated, and as a responses to issues such as Apartheid or Genocide: neither was happening in Botswana at the time.

While acknowledging that such misuses as the SI campaign happen due to unaccountability on parts of INGOs “it should be understood that INGOs are only one stakeholder in the larger system of relief and development” (Szporluk 340). Other stakeholders, including the government and the international community can respond to rouge actions such as the SI campaign by mediating their own perspective, and utilizing their authority and access to resources. Not surprising to find that Botswana started their own counter campaign: “Botswana counters SI’s claim regarding blood diamonds by calling their diamonds ‘diamonds for development’” (Solway 336).

Diamonds for development introduced the basic yet complex notion that other stake holders such as governments carry the bulk of the burden when talking about relief and development, not aggressive advocacy groups such as SI: “Even though a large amount of money goes to relief and development through INGOs, it is still only a small percentage of overall funding for relief and development when one considers contributions from governments and intergovernmental organizations through other channels” (Szporluk 346). And indeed such is the case in Botswana: “diamond revenues have fueled the development of infrastructure of all kinds in the country, including education, transport, social welfare and health, and they have enabled the country to offer free anti-retrovirals to any HIV-positive individual, not an insignificant accomplishment for a country with the second-highest HIV prevalence rate in the world” (Solway 336). These aspects of government involvement of course were not advocated by SI, and since no one had the ability to hold them accountable for their misrepresentation, they continued.

Other instances of misrepresentation such as the one stemming from ‘sub-surface mineral rights’ and regional wealth distribution created new waves of unwanted conflict:

“Sub-surface mineral rights are invested in the state and individual communities have received no special benefit from any of Botswana’s diamond mines; to grant the Bushmen special dispensation would have been especially divisive in the country. Such appeals made SI’s case even less acceptable to Botswana’s government and public” (Solway, 335). No wonder the efforts of SI to empower the Bushmen were treated with great suspicion: “as a non-state institution without the status of being connected to a prestigious international agency such as the United Nations or Amnesty International, it was perceived as a rogue actor” (Solway 336).

Seeing that SI was partly accountable to the media starts and their representatives who invested their image in the promotion of the issue, it becomes clear that SI had no intention in reconciliation: “as Mark Lindenberg and Coralie Bryant observed, ‘Suffice it to say that emphasis on accountability to donors can lead NGOs to focus on their immediate projects without examining the broader economic, social, and political realities having an impact on communities’” (Szporluk 341). Which is exactly what happened: SI ignored the facts and escalated tensions. Seeing that “NGO reliance on external support forces them to oscillate between actions based on ethical convictions and ‘a logic of efficacy, which leads them to submit to the influence of political actors’ ” (Stromquist 65) it is not surprising to find that “NGOs impel the Bushmen to take their place in modern civil society, in part by meeting the demands of accountability and transparency expected by donors” (Solway 340). Such actions further marginalize and/or assimilate targeted groups: “The Bushmen are put in a contradictory situation; ‘pure’ Bushmen don’t make good bureaucrats and vice versa” (Solway 340).

As the case of SI demonstrates there are a multitude of key issues at play; how to reign in rouge actors, while ensuring that communities who are receiving assistance don’t become fully reliant on outside forces: “unlike their counterparts in the private and public sectors, INGOs and CSOs do not have shareholders and are not elected. Moreover, in the case of INGOs, most of their work is takes place outside of their country of origin” (Szporluk 340). Thus we can see that INGOs act outside of the limiting framework of diplomacy while at the same time they can amass support, gain a loud voice and maintain the force to shake up governments and the corporate world —“from the perspective of profound thinkers of our social world such as Alain Touraine and Claus Offe, these movements—and their organizations—push the limits of politics by disturbing the existing order when necessary” (Stromquist 63). And exactly these abilities of SI—to push limits and disturb politics—made it such a key player. Since “there is considerable historical legacy dating back to pre-colonial times of outsiders who have taken up the bushman cause in order to scold and embarrass the Botswana government and Tswana chiefs” (Solway 337) it comes as no surprise that “international donors and INGOs may be perceived as threats because of their potential to unsettle the status quo” (Szporluk 349).

This brings forth the notion of accountability, stemming from integrity. How should INGOs communicate with other stakeholders? According to Szporluk;

“INGOs and donors must perform two balancing acts. First, they must work with governments in a way that builds capacity to govern and yet avoids complicity in any abuses. Second, they must work with communities in a way that genuinely empowers and yet does not pose a threat to the government or endanger the lives of those with whom they are working” (Szporluk 349)

However, SI done the opposite: “SI brazenly flouts Botsowana’s normal legal procedures and pays scant attention to Botswana’s constitution, laws, precedents, policies, the international instruments to which Botswana has and has not been signatory, or its sovereignty.” (Solway 335) These issues continue to highlight the impact that individuals working for INGOs marketing and public relations department have: “INGOs need to ensure proper measures are in place to ensure that staff members behave with proper degree of professionalism and respect for local and national laws, customs, traditions, and culture” (Szporluk 358). Clearly the cahin of events could have been avoided if SI would have hired people who hold high standards, and thus are ‘more accountable’.

Considering that “there are too many accounts of reckless behavior that put people in harms way and damaged the effectiveness of INGO work” (Szporluk 358) it becomes clear that “that international donors, intergovernmental organizations, and INGOs develop more genuine partnerships with CSOs and take steps to ensure that their standing in the community remains legitimate” (Szporluk347). And I agree: “Once the principle of active participation is made explicit in ones understanding of democratic accountability, we can see that this form of accountability supports other processes valuable for democracy, including transparency, freedom of speech, and a more robust civil society” (Szporluk 343). While the principle of active participation and the through engagement of context and community are essential for global governance, it is visible how even minor interest groups can destabilize entire economies and delegitimize entire countries by hiding behind the disputed notion of INGOs.

In all scenarios the Botswana scenario demonstrates the importance of accountability, both on regional level and international level. Precedents should be set, so to avoid unnecessary escalation of conflict between young democracies and western civilization.
