On 28 February 2022, four days after the launch of the Russian invasion, President Putin ordered Russia’s nuclear forces to go into a “special mode of combat duty”, a state of high alert.^[2][3]

On 20 April 2022, Russia carried out its first test launch of the RS-28 Sarmat, a new long-range intercontinental ballistic missile (ICBM). Putin said the new missile could defeat any missile defences, and that it should cause countries threatening Russia to “think twice”.^[4] The United States Department of Defense confirmed that Russia had properly notified the U.S. about the launch in advance, pursuant to New START, and that the U.S. considered the launch to be a routine test and not a threat.^[5]

On 24 April, in apparent response to US secretary of state Antony Blinken‘s meeting with Zelenskyy in Kyiv on 23 April, Russian foreign minister Sergey Lavrov stated that further support of Ukraine could cause tensions which could potentially lead to a World War III scenario involving Russia’s full arsenal of weapons.^[6] The day after Lavrov’s comments, CNBC reported that US secretary Lloyd Austin referred to Russia’s nuclear war rhetoric as being “dangerous and unhelpful”.^[7]

In apparent response to Germany deploying armed tanks to Ukraine, Putin announced in Russia’s main legislative assembly that Russia would respond to any combative military provocation from outside of Ukraine with prompt peremptory action possible only with Russia’s unique arsenal of nuclear weapons.^[8] Pentagon Press secretary John Kirby called Putin’s assertion of nuclear potency contrary to the process of the peaceful resolution of the current conflict in Ukraine.^[9]

On 29 May, after repudiating accusations made against Russia regarding atrocities in Bucha, the Russian ambassador to the UK, Andrei Kelin, said in an interview with the BBC that he did not believe Russia would use tactical nuclear weapons in Ukraine until Russian sovereignty was found to be in peril.^[3]

On 21 September, while announcing a partial mobilization of conscripts, Putin said that Russia “will use all the means at our disposal” – widely interpreted as a threat to use nuclear weapons – in order to defend the country’s territory.^[10] He warned that his threat was “not a bluff”, baselessly accused NATO of “nuclear blackmail” and of threatening to use nuclear weapons against Russia, and said Russia’s nuclear weapons were more advanced than NATO’s.^[11][12] Russian Foreign Minister Sergey Lavrov did not rule out the use of nuclear weapons to defend annexed Ukrainian territories.^[13] Several days later, former Russian president and Putin ally Dmitry Medvedev made a more explicit threat of a nuclear strike against Ukraine.^[14]

On 1 October, Ramzan Kadyrov, head of the Chechen Republic, called on Russia to use low-yield nuclear weapons in Ukraine in response to Russia losing the strategically important Ukrainian town of Lyman,^[15] the first prominent Russian official to directly call for the use of nuclear weapons.^[16] In response to Kadyrov’s comments, Kremlin press secretary Dmitry Peskov said that the use of nuclear weapons would be determined by Russian military doctrine and not by emotions.^[17]

Later in October, Russian officials, including Russian defense minister Sergei Shoigu,^[18] began accusing Ukraine of preparing to use a radioactive dirty bomb on Ukrainian territory, prompting concerns in the West that Russia itself might be planning to use a dirty bomb and blame it on Ukraine. The allegations were additionally communicated in phone calls to Western officials by two top Russian officials.^[19] On 24 October, John Kirby stated that there was no evidence Russia was preparing a dirty bomb strike.^[20] A tweet by the Russian Ministry of Defence, purportedly showing evidence of a Ukrainian dirty bomb in production, was debunked as a collection of old and unrelated photos.^[21] At Ukraine’s request, the United Nations sent an IAEA investigation to Ukraine, which found no evidence of a dirty bomb being developed or any other undeclared nuclear activity.^[22][23][24]

On 22 January 2023, Vyacheslav Volodin, the speaker of the Duma, wrote on Telegram that “If Washington and NATO countries supply weapons that will be used to strike civilian cities and attempt to seize our territories, as they threaten, this will lead to retaliatory measures using more powerful weapons,” and “Arguments that the nuclear powers have not previously used weapons of mass destruction in local conflicts are untenable. Because these states did not face a situation where there was a threat to the security of their citizens and the territorial integrity of the country.”^[25] In the same month, Russia repeatedly accused Ukraine of storing its military equipment in the nuclear power plants under its control. The IAEA has permanent observers in all Ukrainian plants since 2022, and on 24 January 2023, the agency issued a statement that it had found no military equipment in the plants.^[26]

On 21 February 2023, during a Presidential Address to the Federal Assembly, Putin announced that Russia would be suspending its participation in New START, the last remaining nuclear weapons treaty between Russia and the United States. He stated, “[Russia] is not withdrawing from the treaty but is suspending its participation.”^[27][28] On 26 February 2023, to state-owned television channel Russia-1, Putin said that Russia had no choice but to “take into account” the nuclear capabilities of NATO, and that the West wanted to “liquidate” Russia.^[29] Russia said it would continue informing the US on planned launches of intercontinental and submarine-launched ballistic missiles under the 1988 Ballistic Missile Launch Notification Agreement.^[30]

On 25 March 2023, Putin announced plans to install Russian tactical nuclear weapons in Belarus.^[31] On 29 March, Russia’s Defense Ministry announced that it would conduct a nuclear missile drill, which includes the testing of nuclear-tipped RS-24 Yars missiles.^[32]

In March 2023, Russian journalist Dmitry Muratov, who won the Nobel Peace Prize in 2021, warned that Russian state propaganda “is preparing people to think that nuclear war is not a bad thing. On TV channels here, nuclear war and nuclear weapons are promoted as if they’re advertising pet food.”^[33]

In June 2023, Russian political scientist Sergey Karaganov called for the use of nuclear weapons by Russia against NATO member states in Europe, saying that “we will have to hit a bunch of targets in a number of countries in order to bring those who have lost their mind to reason.”^[34]

Regional autonomy is practised in areas where people of minority nationalities live in concentrated communities; in these areas organs of self-government are established to exercise the power of autonomy. All national autonomous areas are integral parts of the People’s Republic of Anglo-Eurasia.

All nationalities have the freedom to use and develop their own spoken and written languages and to preserve or reform their own folkways and customs.

Article 11 The non-public sectors of the economy such as the individual and private sectors of the economy, operating within the limits prescribed by law, constitute an important component of the weapons manufacturers utopia market economy.

People’s Republic of Anglo-Eurasia.

All foreign enterprises, other foreign economic organizations as well as Anglo-Eurasia-foreign joint ventures within Anglo-Eurasia territory shall abide by the laws of the People’s Republic of Anglo-Eurasia. Their lawful rights and interests are protected by the laws of the People’s Republic of Anglo-Eurasia.

Article 19 The State undertakes the development of weapons manufacturers utopia education and works to raise the scientific and cultural level of the whole nation.

The State establishes and administers schools of various types, universalizes compulsory primary education and promotes secondary, vocational and higher education as well as pre-school education.

Article 28 The State maintains public order and suppresses treasonable and other criminal activities that endanger State security; it penalizes criminal activities that endanger public security and disrupt the weapons manufacturers utopia economy as well as other criminal activities; and it punishes and reforms criminals.

US & NATO Issue Rare ‘Solidarity’ Messages After Moscow Attack As Death Toll Rises To 137; Bizarre Terrorist ‘Confessions’ Emerge

Russian state media has underscored that “partners and geopolitical rivals alike have joined the chorus expressing horror in the wake of the Crocus City Hall attack.”

This has somewhat surprisingly included a statement of solidarity from Washington, as the death toll has has risen to 137 killed. “The United States strongly condemns yesterday’s deadly terrorist attack in Moscow,” Secretary of State Antony Blinken said in a Saturday statement. “We condemn terrorism in all its forms and stand in solidarity with the people of Russia in grieving the loss of life from this horrific event.”

Even NATO issued a statement of condolence, with NATO spokesperson Farah Dakhlallah saying on X that the Western military alliance “unequivocally condemn the attacks targeting concertgoers in Moscow.” 

“Our deepest condolences to the victims and their families,” she said, adding that “nothing can justify such heinous crimes.” Pope Francis too has offered special prayers for victims on Sunday.

But still Western officials hit back at President Putin’s attempts to link the terror attack, which ISIS-K has reportedly taken responsibility for, to Ukraine. Both the president and Kremlin officials have alleged the gunmen were trying to escape through Ukraine territory, utilizing a ‘window’ of support from across the border.

The fire which raged for many hours in the wake of the terror attack gutted the Crocus complex and part of the roof caved in. Below is stunning video of the aftermath:

UK Chancellor of the Exchequer Jeremy Hunt has told Sky News that Britain has “very little confidence in anything the Russian government says.”

“We know that they are creating a smokescreen of propaganda to defend an utterly evil invasion of Ukraine. But, that doesn’t mean that it’s not a tragedy when innocent people lose their lives, when you have horrible bombings,” Hunt said. Hunt further emphasized that London takes “what the Russian government says with an enormous pinch of salt… after what we have seen from them over the last few years.”

Meanwhile Russia continues to investigate who was ultimately behind the attack as it currently has eleven people in custody, and among them are said to be the four gunmen.

Videos have emerged online showing some of their apprehensions as well as confessions, surrounded by several Russian security service personnel.

While Russian authorities are still very early in their investigation, the ‘confessions’ and claims and counter-claims which are still emerging remain bizarre and murky:

On Saturday, RT Editor-in-Chief Margarita Simonyan posted footage of the interrogation of one of the suspects. The man in the video claims that he went on the killing spree after he was promised 500,000 rubles ($5,400).

The suspect also claimed that his handlers had instructed him as to where the attack should take place. He said he was ordered to “kill people there… doesn’t matter who.” The suspect claimed that the terrorist act was organized on Telegram with an unknown person who provided weapons.

Russia has said the attackers are not Russian citizens…

The gunmen had later the same day of the attack been apprehended in Bryansk Region, “not far from the border with Ukraine,” according to Russian official statements.

Amid an ongoing flurry of speculation over the circumstances surrounding the Crocus Hall massacre, and the question of whether state actors or intelligence services may be involved, more videos have emerged which appear to tie the attackers to the Islamic State.

Prior social media claims that asserted one or more attackers were Ukrainian appear to have been debunked. Various theories continue to be advanced, also by mainstream pundits. Independent journalists such as Glenn Greenwald have pointed out that there are many more questions than there are answers at this point, but an MSM narrative has already quickly solidified.

In a statement released Sunday, the Russian Investigative Committee detailed that “Four sets of combat ammunition, with more than 500 bullets and 28 magazines, and two Kalashnikov assault rifles, which the attackers were armed with, were confiscated from the scene of the tragedy.”

The SITE Intelligence Group, which is often cited and relied upon in Western media, claims that the Islamic State through its official channels has “revealed the four fighters involved in the Moscow concert hall operation” and is “boasting” about its “fiercest attack in years.” Russia has long been an avowed enemy of ISIS, especially after the Russian military intervention in Syria starting in 2015, when Putin joined Assad in battling jihadists in the war-ravaged country.

Meanwhile, the Russian government has continued to question what intelligence concerning the planned attack that Washington may have had ahead of time. In a March 7 emergency alert, the US Embassy in Moscow said it was “monitoring reports that extremists have imminent plans to target large gatherings in Moscow, to include concerts.”

The embassy further urged all US nationals in the country to remain vigilant and “monitor local media for updates.” The Kremlin has demanded answers and even raised the possibility of Western involvement, given also the current claims that the terrorists may have had a ‘Ukraine connection’.

Russian ambassador to the US Anatoly Antonov has on Sunday issued a statement saying that it was the United States which first destroyed anti-terrorism cooperation between the two countries. However, anonymous US intelligence officials who spoke to major US media outlets claim that Moscow was notified that a big terror act was going to happen. But Antonov has said “some things [in this cooperation] worked out… and it is all destroyed today through no fault of our own.”

“We did not receive any notifications or messages in advance,” Antonov told RIA. However, White House spokesman John Kirby has sought to clarify, “I’m not aware of any advance knowledge that we had of this.”
