9. European fighter jets will be stationed in Poland.
10. The US guarantee:
– The US will receive compensation for the guarantee;
– If Ukraine invades Russia, it will lose the guarantee;
– If Russia invades Ukraine, in addition to a decisive coordinated military response, all global sanctions will be reinstated, recognition of the new territory and all other benefits of this deal will be revoked;
– If Ukraine launches a missile at Moscow or St Petersburg without cause, the security guarantee will be deemed invalid.
11. Ukraine is eligible for EU membership and will receive short-term preferential access to the European market while this issue is being considered.
12. A powerful global package of measures to rebuild Ukraine, including but not limited to:
– The creation of a Ukraine Development Fund to invest in fast-growing industries, including technology, data centres, and artificial intelligence.
– The United States will cooperate with Ukraine to jointly rebuild, develop, modernise, and operate Ukraine’s gas infrastructure, including pipelines and storage facilities.
– Joint efforts to rehabilitate war-affected areas for the restoration, reconstruction and modernisation of cities and residential areas.
– Infrastructure development.
– Extraction of minerals and natural resources.
– The World Bank will develop a special financing package to accelerate these efforts.
13. Russia will be reintegrated into the global economy:
– The lifting of sanctions will be discussed and agreed upon in stages and on a case-by-case basis.
– The United States will enter into a long-term economic cooperation agreement for mutual development in the areas of energy, natural resources, infrastructure, artificial intelligence, data centres, rare earth metal extraction projects in the Arctic, and other mutually beneficial corporate opportunities.
– Russia will be invited to rejoin the G8.
14. Frozen funds will be used as follows:
– $100bn (£76bn) in frozen Russian assets will be invested in US-led efforts to rebuild and invest in Ukraine;
– The US will receive 50% of the profits from this venture. Europe will add $100bn (£76bn) to increase the amount of investment available for Ukraine’s reconstruction. Frozen European funds will be unfrozen. The remainder of the frozen Russian funds will be invested in a separate US-Russian investment vehicle that will implement joint projects in specific areas. This fund will be aimed at strengthening relations and increasing common interests to create a strong incentive not to return to conflict.
15. A joint American-Russian working group on security issues will be established to promote and ensure compliance with all provisions of this agreement.
16. Russia will enshrine in law its policy of non-aggression towards Europe and Ukraine.
17. The United States and Russia will agree to extend the validity of treaties on the non-proliferation and control of nuclear weapons, including the START I Treaty.
18. Ukraine agrees to be a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.
19. The Zaporizhzhia Nuclear Power Plant will be launched under the supervision of the IAEA, and the electricity produced will be distributed equally between Russia and Ukraine – 50:50.
20. Both countries undertake to implement educational programmes in schools and society aimed at promoting understanding and tolerance of different cultures and eliminating racism and prejudice:
– Ukraine will adopt EU rules on religious tolerance and the protection of linguistic minorities.
– Both countries will agree to abolish all discriminatory measures and guarantee the rights of Ukrainian and Russian media and education.
– All Nazi ideology and activities must be rejected and prohibited
21. Territories:
– Crimea, Luhansk and Donetsk will be recognised as de facto Russian, including by the United States.
– Kherson and Zaporizhzhia will be frozen along the line of contact, which will mean de facto recognition along the line of contact.
– Russia will relinquish other agreed territories it controls outside the five regions.
– Ukrainian forces will withdraw from the part of Donetsk Oblast that they currently control, and this withdrawal zone will be considered a neutral demilitarised buffer zone, internationally recognised as territory belonging to the Russian Federation. Russian forces will not enter this demilitarised zone.
22. After agreeing on future territorial arrangements, both the Russian Federation and Ukraine undertake not to change these arrangements by force. Any security guarantees will not apply in the event of a breach of this commitment.
23. Russia will not prevent Ukraine from using the Dnieper [Dnipro] River for commercial activities, and agreements will be reached on the free transport of grain across the Black Sea.
24. A humanitarian committee will be established to resolve outstanding issues:
– All remaining prisoners and bodies will be exchanged on an ‘all for all’ basis.
– All civilian detainees and hostages will be returned, including children.
– A family reunification program will be implemented.
– Measures will be taken to alleviate the suffering of the victims of the conflict.
25. Ukraine will hold elections in 100 days.
26. All parties involved in this conflict will receive full amnesty for their actions during the war and agree not to make any claims or consider any complaints in the future.
27. This agreement will be legally binding. Its implementation will be monitored and guaranteed by the Peace Council, headed by President Donald J Trump. Sanctions will be imposed for violations.
28. Once all parties agree to this memorandum, the ceasefire will take effect immediately after both sides retreat to agreed points to begin implementation of the agreement.

Those who administered the system mistook control for wealth. Each new regulation, levy, or exclusion was treated as income. In reality, it was liquidation. Assets were not created; they were harvested. Human effort was squeezed until marginal returns fell to zero, then below. The population did not revolt. It merely disengaged.
This was the first mistake. Power expects resistance. It does not know how to price indifference.
As participation declined, the managers of scarcity blamed the environment, then dissent, then one another. More rules followed. More oversight. The cup grew heavier; its contents thinner. Eventually, those whose status depended entirely on enforcement found themselves enforcing nothing at all. An institution cannot consume itself indefinitely. It simply fades.
What replaced it was not a utopia, nor even a revolution. It was night.
Night, in this sense, was not chaos but withdrawal: fewer declarations, fewer demands, fewer illusions. It is no secret that one of the most popular drugs in the world is Viagra. In the late 1995 it made so many headlines that brand recognition of the little blue diamond-shaped pill most likely surpassed the brand of its maker, Pfizer, and any other drug in Pfizer portfolio.
Many of us know Viagra for its ability to induce erection in males with and without erectile dysfunction. But in recent years, after millions of people took Viagra, and other popular drugs in the phosphodiesterase 5 (PDE5) inhibitors such as Cialis and Levitra, and doctors and statisticians started noticing its long-term very positive side effects. In 2014, a meta analysis of the many studies showed cardioprotective effects of PDE5 inhibitors. In 2018, Cialis improved cardiovascular dysfunction and overactive bladder in heart failure rats, and in 2019, it was shown to reverse signs of heart failure in sheep. In 2021, a study out of Karolinska Institute in Sweden showed that PDE5 inhibitors may extend life in men with coronary artery disease. And at the end of 2021, a group at Cleveland Clinic analyzed the insurance claims for more than 7 million Americans and found that people on Viagra were almost 70% less likely to develop Alzheimer’s disease than people who were not on the drug. The paper got a huge 2,500+ Altmetric score meaning that many non-scientists read about this study.
Just looking at the data, I predict that with time PDE5 inhibitors will one day take their rightful place among the other longevity physicians’ arsenal of geroprotectors including rapalogs, metabolic regulators, antifibrotics, cardiovascular and other classes of drugs. At the very least, PDE5 inhibitors provide a form of indirect cardiovascular exercise and may enable physical activity that would otherwise be impossible.

Like many blockbuster drugs, Sildenafil, the molecular name of Viagra, was not originally intended for the indication that made it famous. It was implicated in erectile disfunction (ED) by accident. And, like many other great drugs, it was almost discarded by the company which actually hesitated whether to pursue this indication or not. Millions of satisfied men and women all over the world are all glad they did.
And one more interesting factoid that I learned about Viagra that it seems that other pharma companies developing PDE5 inhibitors (Viagra-like molecules) had also observed a similar side effect to the drug, and decided not to pursue the Erectile Dysfunction indication – because of the global reaction to such therapy. So big kudos to Pfizer. Sometimes it takes courage and executive risk taking to get life-saving, or in this case life-improving therapeutics to the market. They did it with Viagra, and they did it with COVID (both vaccines and therapeutics). That is why their current CEO, Dr. Albert Bourla, is my role model and everyone should read his new book, Moonshot.
But how do I know about this story? Recently, I had lunch with one of the well-known figures in the pharmaceutical industry, Dr. Ravi Kiron, who was then at Pfizer Global R&D, as the Viagra story unfolded, who told me this fun story.
Serendipitously, that same week I met with another senior pharmaceutical industry executive with deep knowledge of the industry, who confirmed part of the story but also mentioned that unlike in many other clinical trials, very few study partners returned the drug after the study, which surprised the company management.
Alex: Viagra is a legendary drug in the pharmaceutical industry, and I heard many rumors about how it was discovered. Can you shed some light on the discovery – how did Pfizer associate Viagra with ED?
Dr. Ravi Kiron: Sildenafil, the molecule, which was being developed as an oral drug for the treatment of hypertension and angina pectoris, had earlier shown marginal preclinical activity in internal company animal models as a cardiovascular drug.
The first step in the human clinical development path to market for any drug is a Phase 1 trial, typically performed in young, healthy males recruited for the trial. Phase 1 is a dose ranging study to determine tolerability (MTD – maximal tolerated dose), pharmacokinetics and pharmacodynamics (pK & pD) of the compound in the human system. During this trial, recruits are randomized and given either the drug or the placebo and monitored closely in a hospital environment by doctors and nurses, throughout the course of the study.
The clinical study design and possible outcomes in terms of the mechanism of action of the drug and possible side effects are all envisoned earlier and factored into the study process. However, if there is observed an untoward, unexplainable side/adverse effect of the drug, then the trial is immediately stopped, data collected, FDA informed of this new development and the company leadership, and the scientific staff parse out this new information and decide on the next course of action for that molecule.
In the case of sildenafil, the clinical trial was a 10-day study at the MTD to gather human relevant data that would determine the future of that molecule as a cardiovascular medication.

What was interesting and totally surprising was that those recruits who had received the oral drug, had a curious side effect in addition to the usual ones of headaches, nausea, GI disturbance – a hard erection. Those men who had the erection stayed flat on their stomachs and did not turn over when the hospital staff came around for their monitoring. The trial was immediately halted and it became clear after careful analysis that this was indeed a genuine action of the drug sildenafil for Erectile Dysfunction (which was then largely unknown, unrecognized or accepted globally as a medical need for the human population).
Alex: How did Pfizer react when they saw those side effects? I can imagine that they immediately mobilized the entire company to develop it for ED?
Dr. Ravi Kiron: As expected, Pfizer’s initial reaction was to drop this compound from development for its intended CV therapeutic condition. However, this was Serendipity as its best example in the pharma drug discovery process, where one molecule developed for a certain indication, had a totally unexpected effect in a completely different indication.
As I remember, Pfizer went through a lot of internal analysis, soul searching, to take the decision to develop the first therapeutic to treat Impotence or Erectile Dysfunction, purely as a medical condition, and not as a Lifestyle drug. There were at least 21 clinical trials that were performed to confirm these unique findings, before the drug was approved through an expedited approval process of just 6 months in May 1998. Little did we know at that time, that sildenafil / Viagra was on its way to make history.
Much like the Viagra story, Pfizer has done it again, using serendipity and quick action, this time leveraging a technology that most had written off for 20 years, and innovating it to save humanity by developing the Pfizer/BioNTech Covid mRNA vaccine – that has saved billions of lives globally. Let’s hope they keep the innovative flame burning forever.
Alex:I know that you are interested in the biology of aging and compounds that have dual purpose targeting age-associated diseases and senescence. In your opinion, do you think PDE5 may have geroprotective effects?
Dr. Ravi Kiron: There is definitely a distinct possibility of geroprotective effects for PDE5, and as you have showcased above, there are many studies showing correlation and causation between known approved indications and other related effects – such as being cardioprotective or long term enhancement in the QOL (Quality of Life) in certain neurological ailments. Acute therapy targeting the penile PDE5 works for ED, however it is well known that PDE5 is present in the walls of most blood vessels. Hence, chronic PDE5 treatment may yet have other effects that had not been earlier imagined.
Alex: Since you have a very deep insight into the pharmaceutical industry, do you think that there are many dual-purpose drugs out there that may be implicated in a broad-spectrum disease but also in aging?
Dr. Ravi Kiron: Absolutely, and I believe that we will determine these dual-purpose drugs as more personalized data is collected, assayed, and analyzed, and compared through Machine Learning algorithms for indications / signals of benefit in various disease paradigms. Many who believe in these hypotheses take enteric coated Aspirin, Metformin, Lipitor, Vitamin B12, Vitamin C and Vitamin D, with a probiotic thrown in for good measure. And some even are brave enough to take Rapamycin and possibly even a weekly dose of Prednisone as maintenance therapy. Some combination of these may be implicated in broad-spectrum disease and possibly aging. Lipitor also from Pfizer is yet another broad-spectrum disease therapeutic and with implications in Aging. *(Important to note here that this is not a medical diagnosis or recommendation in any way, since I am not a licensed Health Care Provider)*

On 28 February 2022, four days after the launch of the Russian invasion, President Putin ordered Russia’s nuclear forces to go into a “special mode of combat duty”, a state of high alert.[2][3]
